Does Blue Cross Complete (PerformRx) Cover Delivery Pharmacy in Michigan?

If you have Blue Cross Complete of Michigan, your prescription benefits are managed through PerformRx — and yes, delivery pharmacy is covered as long as you're using a pharmacy in Blue Cross Complete's network. Wellscript Pharmacy accepts Blue Cross Complete plans and delivers your covered medications free to your door across metro Detroit.

Here's everything you need to know about how your Blue Cross Complete and PerformRx coverage works with a delivery pharmacy.

What Is Blue Cross Complete of Michigan?

Blue Cross Complete of Michigan is a Medicaid managed care organization (MCO) — a health plan that contracts with the Michigan Department of Health and Human Services (MDHHS) to provide Medicaid benefits to eligible low-income Michigan residents. Blue Cross Complete is a subsidiary of Blue Cross Blue Shield of Michigan, but it operates as a separate managed care plan specifically for Medicaid members.

Blue Cross Complete is one of several Medicaid MCOs in Michigan serving families, children, adults, and individuals with complex medical needs.

What Is PerformRx?

PerformRx is the pharmacy benefit manager (PBM) that Blue Cross Complete of Michigan uses to administer prescription drug benefits for its Medicaid members. PerformRx processes pharmacy claims, maintains the formulary (covered drug list), manages prior authorizations, and sets network pharmacy reimbursement rates for Blue Cross Complete.

When you fill a prescription at a pharmacy, the claim is submitted through PerformRx on behalf of Blue Cross Complete. If you ever need help with a prescription coverage issue, PerformRx Pharmacy Provider Services can be reached at 1-888-989-0057.

How Blue Cross Complete Covers Prescriptions

For Blue Cross Complete Medicaid members, covered prescriptions are provided at no cost when filled at a network pharmacy. Blue Cross Complete does not charge member copays for covered medications under its standard Medicaid plan.

There is one exception worth knowing: carve-out medications — a specific set of drugs covered by the state of Michigan directly rather than through Blue Cross Complete — do carry a small copay for members 21 and older. Carve-out drugs include medications for HIV, hepatitis C, cystic fibrosis, seizure disorders, sleep issues, and some behavioral health conditions. For these medications, the copay is $1 for generics and $3 for brand-name drugs, billed through your MIHealth card or Medicaid ID number rather than your Blue Cross Complete card.

For all other covered medications on the Blue Cross Complete Preferred Drug List, there is no cost to you when filled at a network pharmacy — including Wellscript Pharmacy.

Does Blue Cross Complete Cover Delivery Pharmacy?

Yes. Prescriptions are covered at in-network pharmacies regardless of whether you pick up in person or receive home delivery. Wellscript Pharmacy bills Blue Cross Complete through the PerformRx network just as any other in-network pharmacy would, and your covered medications are processed at $0 cost-sharing.

What this means in practice: If you're a Blue Cross Complete Medicaid member, your medications arrive at your door free — both in terms of delivery cost (Wellscript Pharmacy charges no delivery fee) and in terms of prescription cost (most covered medications are $0 under your plan).

The Michigan Common Formulary

Blue Cross Complete participates in the Michigan Common Formulary — the standardized drug list shared across all Michigan Medicaid managed care plans and the state's fee-for-service Medicaid program. This means that whether you're on Blue Cross Complete, Meridian, Molina, or another Michigan Medicaid MCO, the formulary is consistent across plans.

The Common Formulary uses the Michigan Department of Health and Human Services Single Preferred Drug List, which includes both generic and brand-name medications. Generic medications are required when available. When a non-formulary medication is prescribed, Blue Cross Complete may require step therapy — trying a formulary alternative first — before approving the non-formulary drug through a prior authorization.

Prior Authorizations Under Blue Cross Complete / PerformRx

Blue Cross Complete requires prior authorization for a range of medications, particularly specialty medications and non-formulary drugs. All specialty medications — those used to treat complex diseases — require prior authorization without exception.

If your prescription requires a PA, your doctor must submit the request. Requests from pharmacists alone are not accepted. Your doctor can submit a prior authorization electronically through Blue Cross Complete's online portal or fax a completed form to 1-855-811-9326. For urgent situations, PerformRx's Clinical Helpdesk can be reached at 1-888-989-0057.

At Wellscript Pharmacy, we handle prior authorizations on your behalf. When we receive a prescription that requires PA under your Blue Cross Complete plan, we contact your prescriber directly, provide them with the documentation requirements, and coordinate the submission. You're not left navigating the process alone — we manage it from start to finish.
